How Long Until a Disc Is at Rest??

How Long Until a Disc Is at Rest??
This happened during a practice round, so I didn't need to make a ruling although I'm thinking it's a successful putt... right or wrong?
I was about 15 ft away, put lands on top of the basket and ends up dangling off of the top. I saw the post on the PDGA website in which it shows that this does not successfully complete the hole (it looked just like the yellow disc on that picture). After staring at the disc for a few seconds, I went to grab my disc. Before I could grab it, a gust of wind blew the disc off of its hanging spot and successfully into the basket. Total time was no more than 15 seconds. Was it at rest at the top of the basket?? Or was it still in motion and allowed to drop in? Is there a time limit in this situation??

Technically, the rules are silent on this. It's left to the group to make the judgment. If the group called your disc at rest before it fell, then the putt isn't good. If they said nothing, then it's up to them to make the call in your case. The Interference rule 803.07B comes closest to discussing your situation. If I was in the group and watching the throw, from what it sounds like, the disc might have been moving a little and I would likely have given you the hole out. If it appeared like you were delaying going to mark the shot, rooting for it to fall in, then you might not get that call.
Now, if it was in a low tree limb and dropped down, not delaying before you got to it to mark it, then the final place it landed would count for sure (803.08C, even though it's written for the 2-meter rule).

I would have to say it was at rest,and youd have to hole out adding one more stroke. So many What IFs in this sport

I would have to give you that putt Ben. It went in on its own, and 15 seconds is not that long.

Thanks Mike! I was playing solo and trying to remember if the original putt would have been good on its own. I can almost guarantee in a tournament that it would take a similar time for someone to remember the correct rule (and for the group to agree upon it)...

Let's say this was a tourney round...a disc does what Ben just described, or if you throw one up in a tree 200ft away. Standard protocol is to let the players who are "away" to throw next. By the time you get to your lie, the disc has moved, what's the ruling? (Especially if you're 200ft away and the disc fell and rolled 10 ft, do you mark it where you think it was up in a tree and take a 2meter penalty?)

Thanks chuck, is there any clear definition in the rules about what constitutes a disc at rest? like the author of this thread's example, or any other example where perhaps the wind moves a disc before you get to it (other than above the playing surface or in water)?

It's a group judgment call and that's apparently as much as the Rules Committee wishes to say on the matter.
