I've had to have this conversation 3 times in the past 5-6 weeks of league. Therefore I figured I would post it here after again asking Keith or John (this time Keith) about what is OB when there is rope along the stream.
At league on Sunday Keith confirmed that the rope defines OB, not the stream. That's why the rope is there. It is possible to be completely surrounded by water but still be in play.

Unless it is designated (rope or water) then if the stream is high enough I would assume so.

The rope shopuld be moved higher to not allow this it'd be less confusing.

High point of the water on the banks of the stream. Tough to do because the recent wave of rain has got everything higher than normal.

Keep in mind that water by definition is CASUAL - unless designated otherwise.
Since the OB Area is designated by the Director as the rope - if any part of the disc lies on the playing surface and inbounds, it is INBOUNDS whether surrounded by water or not. So, if inbounds, you get your meter relief from the OB line - hopefully you will not have to stand in the casual water.
From the Manual - under definitions;
Casual Water A body of water which is not out-of-bounds, and which has not been declared by the Director to not be casual water.
Out-of-bounds An area designated by the Director from which a disc may not be played, and within which a stance may not be taken. The out-of-bounds line extends a plane vertically upward and downward. The out-of-bounds line is part of the out-of-bounds area
