I've had this come up WAAAAAAAAAAAAAAAAAAAAAAAAAAAYYYYYYYYYYYYYYYYYYYYYYYY too much lately (seriously you all need to chill the F out) and decided to look up the actual rule. Because, honestly, I'm going to start calling it.
But... unless i'm missing something, the only mention of throwing things in anger (and calling a courtesy violation warning, or a second call for a stroke) is if it distracts another player (on your card or not) while they are taking a shot. No mention of throwing things and acting like a total baby while walking between holes, after holing out, between shots etc.
Isn't this a giant hole in the courtesy rules? behave while someone is throwing, blow up later?

Same thing goes to ball golf, tennis, chess, basketball, auto racing, etc.

Actually, at any "serious" tournaments, when this certain player who tend to blow up at every holes, I would ask other players in the card to see if we all agree to give this person a warning for his behaviors. It is very rare for us or me to give that kind of warnings.
I rather to let this player to blow up and beat himself over it while I just glide pass him in much lesser strokes for the win. Did happen at the recent Green Mountain Championship which I able to catch up the leader by 5 stokes due to his repeated mistakes and beating himself over it during the final round. It happens.
