This was just posted over the Connecticut Recreation and Parks Assoc. discussion server. Someone in the area should look into helping this person out. I provided him with a few answers to some questions.
Hi All: I have been approached by a small disc golf group and am looking for information from anyone who has a disc golf course in their Park.
Who designed the course?
Who maintains the course?
If the course is maintained by an outside group, do you require liability insurance?
Who paid for the initial equipment costs? Who pays for repairs? replacement equipment?
Do you charge a fee to play? If so, how much?
Do you charge a parking fee? If so, how much?
What other ways do you generate additional revenue from the course? Do you sell disc equipment? Do you have disc golf events?
Are you affiliated with PDGA, NEFA or Innova?
What is the effect on the land? How do other passive recreation uses conflict or blend with disc golf? Any issues we should be aware of?
How much time does your staff spend on the course each week? Repairs, collecting fees, selling equipment, etc.?
I think I have covered all the basics – but if you have more to share, please do. I’[d appreciate any and all help.

Anymore news on communication with the park Director? I spend a lot of time in Ridgefield, CT, and this park is 11 minutes away from my sister's house. Would be great to see this happen and get my niece and nephew over there with me. Right now, our closest option is Carnbury and this is 30 min.+ from their house.

Below is the email I got on 3/29 after writing an exhaustive response to Sandy's inquiry...
Adam: Thank you very much for the information about disc golf. There was a presentation made to our board by a local group of disc golfers who are interested in creating a course here at Tarrywile. Our Board established a committee to study the possibility and are currently looking at a lot of research and info that has come in to our office from folks just like yourself. I will certainly get back to you if the group would like to see the courses at Waveny and Veteran’s Park. And will also let you know the decision of the group whenever that may be made. Not sure how long it will take as we all know the wheels of municipal government runs very slowly.
