I can't find the wordage prohibiting a second thrower from marking with a mini if the first team member opts to throw from behind the disc as their lie.
Is clearly defined anywhere in the rule book?

The rule book is written for singles play, so no, this isn't specifically addressed in the book. The closest it comes is in the Q&A section, which addresses changing the marking method...switching from mini back to thrown disc, which is prohibited.
However, there are a few general rules for doubles published on the PDGA page. One of those states that if the first player throws from the wrong lie, the other player may throw from the correct lie. Technically, marking with a mini changes the lie. It shifts it forward by whatever the diameter of the thrown disc is.
So you could argue that the second player can legally mark the lie with a mini after his partner throws from behind the thrown disc IF by doing so, that player is acknowledging that the first player played from a wrong lie. And with that action, he's forcing the team to take the result of that second throw unless they want to accept a penalty to continue from the result of the throw from the "wrong" lie (see misplay 803.03.G.1).
