This came up this past weekend.
A player has about a 30' putt where he has to putt around the trunk of a tree. Two feet in front of the player there is a dead and detached branch hanging down from a branch within the tree. Is it OK for the player to remove the dead branch before he putts?

Had this happen to me at Rindge this weekend. I asked the group and they said it was cool. Missed the putt and carded a 6. 
EDIT: Actually the branch extended out into my lie and in front of it.

Read PDGA rule 803.05 A. It spells it out pretty plainly.

This happened during a playoff. There was an appointed official and I was a spectator.
I pointed it out to the official, but he didn't say anything. I don't think his fellow competitor saw it happen.
This would have changed the winner of the playoff.
